CEQ first issued interim guidelines for NEPA reviews in April 1970 at the direction of President Nixon through Executive Order 11514, Protection and Enhancement of Environmental Quality, and made further revisions in 1971 and 1973. In 1978, CEQ issued its first NEPA regulations at the direction of President Carter through Executive Order 11991, Relating to Protection and Enhancement of Environmental Quality, and made substantive revisions in 1986, 2020, 2021, 2022, and 2024. In February 2025, at the direction of President Trump through Executive Order 14154, Unleashing American Energy, CEQ published an Interim Final Rule to remove CEQ’s NEPA implementing regulations from 40 C.F.R. parts 1500-1508. This was followed by a Final Rule published in January 8, 2026, adopting the Interim Final Rule and finalizing the action to rescind all versions of CEQ’s NEPA regulations. CEQ’s NEPA regulations have been rescinded and are no longer in effect but are listed here for historical reference.
