Federal agencies are required to develop NEPA methods and procedures to implement NEPA. Agencies develop these NEPA implementing procedures in consultation with CEQ. Agency NEPA implementing procedures are tailored to the agency’s actions; reflect the agency’s mandate and mission; take into account the agency’s specific statutory requirements, regulations, and guidance; and many times are used to integrate NEPA with other environmental review requirements.
