Considering Cumulative Effects Under the National Environmental Policy Act is intended to assist Federal agencies with analyzing cumulative effects during the NEPA process. It outlines general principles, common cumulative effects assessment methodologies, and resources for additional information and background data.

This publication is a joint effort by the Environmental Law Institute, the Grand Canyon Trust and the Partnership Project released during the 40th anniversary of NEPA. It includes case studies highlighting successes of implementation of NEPA.

Section 1609(c) of the American Recovery and Reinvestment Act of 2009 required the Council on Environmental Quality to submit reports every 90 days from the date of enactment until September 30, 2011 on the status and progress of projects and activities funded by the Act regarding compliance with NEPA and documentation.
