This guidance provided direction on incorporating the analysis of prime and unique farmlands in the preparation and review of environmental impact statements. The guidance identified for Federal agencies opportunities to analyze agricultural land impacts more effectively in the project planning process.

CEQ developed this guidance to ensure consistent procedures under the National Environmental Policy Act for fuels reduction and fire-adapted ecosystem restoration projects, including development of a model environmental assessment for such projects.

This 1980 memorandum provided guidance for procedures on interagency consultation to avoid or mitigate adverse effects on rivers in the nationwide inventory of national wild and scenic rivers.
