Under Section 107(h) of NAPA, the head of each lead agency must submit an annual report to the Committee on Natural Resources of the House of Representatives and the Committee on Environment and Public Works of the Senate identifying EAs or EISs that the agency did not complete by the statutory deadline.
At the request of the Committees, To assist in their review of agency missed deadline reports under NEPA Section 107, CEQ coordinated responses across the Federal government in order to provide a unified submission.
In 2025, CEQ reached out to 14 departments and 40 independent agencies regarding their reporting obligations for missed deadlines for EAs and EISs under Section 107(h) of NEPA. Agencies were asked to report on missed deadlines from June 3, 2023 through June 3, 2025.
Based on that outreach, in June 2025, the CEQ provided a unified submission to Congress on behalf of responsive Federal agencies:

In providing the unified submission, CEQ acted within its statutory function as a primary coordinator and facilitator of the environmental efforts of Federal agencies’ programs. CEQ’s submission does not abrogate any Federal agency’s duties and responsibilities under NEPA. CEQ’s unified submission on behalf of Federal agencies serves to streamline and consolidate environmental information for Congress’s review.
