Memorandum for Heads of Departments and Agencies: Implementation of the National Environmental Policy Act

This memorandum provides guidance to Federal agencies regarding implementation of NEPA and for establishing or revising agency-specific NEPA implementing procedures. As part of this guidance, CEQ has provided a template that  agencies can use to develop their NEPA implementing procedures (Appendix 1), along with a flow chart that illustrates the NEPA process (Appendix 2).
