Senate Report No. 91–296

This July 9, 1969, report by the Senate’s Committee on Interior and Insular Affairs, describes S. 1075, one of the bills that laid the framework for NEPA. The Senate bill authorized federal agencies to conduct investigations and gather data on environmental issues. The bill also established a Council on Environmental Quality to analyze and study the information gathered and to advise and assist the President in the formulation of national policies.
