Memorandum for Heads of Departments and Agencies: Reports to Congress on Deadlines under NEPA

This memorandum informed agencies’ implementation of the annual report to Congress on missed deadlines established by section 107 of NEPA, as amended by the Fiscal Responsibility Act of 2023. This memorandum provided initial guidance on calculating deadlines for NEPA reviews that were ongoing prior to enactment of the Fiscal Responsibility Act.
