This memorandum provided guidance to the Federal agencies on incorporating pollution prevention principles, techniques, and mechanisms into their planning and decision making processes and evaluating and reporting those efforts in documents prepared pursuant to the National Environmental Policy Act. This guidance has been withdrawn by CEQ.
