This July 11, 1969, report of the House of Representatives’ Committee on Merchant Marine and Fisheries describes H.R. 12549, one of the bills that laid the framework for NEPA. The bill established a Council on Environmental Quality to advise the President and review Federal policies and activities with environmental implications, including in an annual environmental quality report.
